Your New York State vehicle registration can be deferred or suspended if you have:
- 3 or more outstanding parking, red light, bus lane, speed, or weigh-in-motion camera violations in any combination in judgment within an 18-month period, or
- 5 or more outstanding parking violation judgments within a 12-month period.
This includes registrations for passenger, commercial, and Taxi and Limousine Commission (TLC) vehicles.
If your registration renewal is being deferred or suspended, the Department of Finance (DOF) will notify you by mail.
Before you can register or renew your registration with the New York State Department of Motor Vehicles (DMV), you must clear all of your parking and camera violation judgment debt. To resolve your judgment debt, you need to pay what you owe or request a hearing to fight the violations, even if you are on a payment plan.

If you pay in full or enroll in a payment plan online, your registration clearance will be automatically transmitted to the DMV within 72 hours.

For deferred or suspended registrations from a state other than New York, you must check with that state about its procedures.
