The Health Insurance Information Counseling and Assistance Program (HIICAP/SHIP) offers free counseling to older adults on:

Comparing and selecting a Medicare plan
Enrolling in a Medicare plan
Elderly Pharmaceutical Insurance Coverage (EPIC)
Medicare Prescription Drugs (Medicare Part D)
Medicare Part A, Part B, and Part D
Medicare Advantage/Medicare Health Plans (HMO, POS, PPO, SNP)
Medicare Saving Programs (including QMB, SLMB, and QI)
Dual eligible (Medicare and Medicaid)

If you are a New Yorker 65 and older, you can get free in-person help applying for Medicaid and financial assistance programs for Medicare.

Assistance is available at Medicaid Offices or community enrollment sites.

An enrollment facilitator will:

Find out if you qualify for public health insurance coverage
Help you enroll or recertify in Medicaid
Help you apply for financial assistance programs, such as the Medicare Savings Program (MSP), for Medicare

The client entrance for HRA’s Home Care Services Program Office and Brooklyn South Medicaid Office that was previously located at 785 Atlantic Avenue, Brooklyn, NY 11238 has moved around the corner to 495 Clermont Avenue. Use this new entrance when you visit these offices.
