The Consumer Directed Personal Assistance Program (CDPAP) is a New York State Medicaid program. It allows Medicaid members who are eligible for home care services to choose and hire their own personal caregiver or Personal Assistant (PA).
Public Partnership, LLC (PPL) was selected to be the single Statewide Fiscal Intermediary for CDPAP. All CDPAP recipients and caregivers are required to transition to PPL.
On April 1, 2025, a judge issued a limited, short-term order pausing certain elements of this transition to PPL.
Please note that this order does not:
- Apply to consumers who have already started or completed their registration with PPL
- Apply to the PAs associated with consumers
- Prevent consumers and PAs from starting their registration with PPL
NYS Department of Health encourages consumers and caregivers to continue with registration and time tracking activities as planned.
