HEAP Heating Equipment Repair or Replacement (HERR) Benefit

The application period for the 2025-2026 Heating Equipment Repair and Replacement (HERR) benefit is open.

If you are a homeowner and eligible, the HERR benefit can help you repair or replace your furnace, boiler, and other direct heating equipment necessary to keep your home's primary heating source working.

You must own and reside in your home and must be 60 years of age or older at the time of application.

Benefit amounts are based on the actual cost incurred to repair or replace your furnace, boiler, and/or other essential heating equipment, $4,000 for a repair and $8,000 for a replacement.

You must submit a Home Energy Assistance Program (HEAP) application form to apply for a HERR benefit. You can get a HEAP application form online, by phone, or in person.

You can submit a HEAP application by mail, by fax, or in person.

After you submit an application, you will need to have an eligibility interview. The interview can be done over the phone or, if needed, in person.

You can apply in person by visiting an HRA Benefits Access Center or at a community outreach site near you.

The Human Resources Administration has 30 business days from the date your application is received to make a decision on your application. A notice is mailed to you when a decision is made on your application.

If you have received an electric, gas, or heating disconnect notice, you may be eligible for emergency financial assistance, also known as One Shot deal. 

Assistance is available year-round and is separate from the seasonal HEAP benefits.

Resources are also available for qualified households that have a low supply of heating fuel or a broken boiler or furnace.
