New York City property owners must ensure their downspouts (rain gutters) are not connected to the City’s sanitary sewer system. These connections are not allowed under New York City’s Rules because they can overwhelm the sewer with rainwater and cause sewer back-ups in basements and flooding in neighborhoods. The Department of Environmental Protection (DEP) plans to start enforcing this rule.
If your downspouts are currently connected to the City’s sanitary sewer system, you must disconnect them. You can disconnect them yourself, or you can hire a contractor.

Tips For Redirecting Rainwater:
- Water should flow away from a building’s foundation.
- Water should not be directed onto neighboring properties or the sidewalk.
- Water can be captured in rain barrel for reuse, to water plants or wash cars.
- Downspouts can be extended to direct water under a deck, patio, or to a grassed or garden area.
- Rain gardens can be created and hard surfaces, like cement or patios, can be removed to allow water to infiltrate.
